Established in 2023, NJASPA is rapidly becoming the leading professional network for member-driven support and growth opportunities provided for human resources officials in public school systems across the State of New Jersey.

New Jersey’s residency requirement (the "NJ First Act") is currently in a state of "legal limbo" following a Superior Court ruling earlier this year, yet the state is still actively processing waiver applications?
While a February 2025 Superior Court decision (in a case involving a school district employee) ruled the Act's "critical need or hardship" waiver provision unconstitutionally vague—and by extension invalidated the Act—the Employee Residency Review Committee (ERRC) is still meeting and granting exemptions as of November 2025.

To help close the gap where NJ needs an estimated 2,500+ special education teachers, a new state-approved program launched in late 2024 allows certified teachers to earn their Teacher of Students with Disabilities (TOSD) endorsement fully online
